After successfully binding the card, if you receive a card declined message for the recharge amount, you can first close the recharge pop-up, refresh the page, and then enable automatic recharge (confirm that the newly added card is set as the default card, as automatic recharge deducts from the default card; refer to the image below, the card's Default being grayed out indicates it is the default card).
After enabling automatic recharge, if the card balance is sufficient (the minimum automatic recharge is $10, and you may also need to pre-authorize $5 for the card, so it's best to have at least $15 on the card), generally, after a while, it will automatically recharge into the API, so you can wait a bit and check.
